Cellar conversion

We are about to convert a 4x4m cellar into a usable room. It won't need digging out as it has plenty of standing height, a solid concrete floor and painted brick walls. Whilst it's bloody cold down there, we can leave cardboard down there indefinitely without it getting damp, so it's pretty dry.

I'd like plasterboard all round, a radiator, plenty of mains sockets (The consumer unit and meters are down there and will be boxed in) and some LED downlighters in the (rockwool soundproofed) ceiling.

I'm really not sure it's damp enough to merit a sump and pump and am not sure what the alternatives might be.

I'm going to get a couple of expert opinions, but wondered if anyone here had tackled a similar scenario and, if so, what did you do?
